Pursuing The Lost At All Cost,Giving A Place Of Refuge To The Needy And Most Vulnerable
Frances N. Manneh’s story is a powerful testament to resilience, faith, and unwavering dedication to uplifting the vulnerable. Born on January 8, 1988, in Liberia to Regina N. Baxter and the late Victor T. Manneh, Frances faced adversity from the very beginning. Just after her birth, her family fled the devastating civil crisis that erupted in 1989, claiming the lives of 250,000 people and displacing over half the population. As refugees in Ghana, Frances and her family were supported by the United Nations High Commissioner for Refugees (UNHCR), which enabled her to attend school and eventually earn a degree in Strategic Communications/Public Relations from the African University College of Communications (AUCC).
During her second year at university, Frances experienced a profound spiritual transformation. Through the guidance of a friend, she surrendered her life to Jesus and became deeply involved in church activities, including the choir and ushering departments. This period marked the beginning of her calling to preach the Gospel.

After 15 years in Ghana, Frances returned to Liberia as a missionary, driven by a deep compassion for the youth affected by the war. She saw the harsh realities they faced – drugs, prostitution, street selling, and theft – and recognized the lack of governmental support. Motivated by her faith and the generosity she received as a refugee, Frances founded “Word On The Streets Liberia,” an inter-denominational evangelism ministry dedicated to reaching out to vulnerable youth and leading them to Christ. For the past eight years, this ministry has been a beacon of hope, spreading the Gospel through various outreach programs, including street evangelism, high school outreaches, ghetto outreaches, and visits to prisons and hospitals.
Frances’s passion for the lost continues to grow, and she dreams of establishing a city of help, named PLEH (a reverse of “HELP”), for the homeless and less privileged. This refuge will provide vocational training, rehabilitation, and career opportunities, empowering residents to become contributors to nation-building. Inspired by Jesus’s example of preaching and providing practical help, Frances envisions PLEH as a place where the Word of God is central, and tangible support transforms lives.
Frances embodies the spirit of the Great Commission found in Matthew 28:18-20, living out her faith with excellence, commitment, and integrity. She believes wholeheartedly in Luke 1:37, “For with God, nothing shall be impossible,” and is dedicated to bringing healing and hope to her community. By supporting Frances and her mission, donors can play a crucial role in transforming lives and building a brighter future for the youth of Liberia.

[18] And Jesus came and spoke to them, saying, “All authority has been given to Me in heaven and on earth.
[19] Go therefore and make disciples of all the nations, baptizing them in the name of the Father and of the Son and of the Holy Spirit,
[20] teaching them to observe all things that I have commanded you; and lo, I am with you always, even to the end of the age.” Amen.
